NTUCB President says Roy Davis must go

On Friday, Senator Ray Davis took his seat in the National Assembly as the Senator representing the Unions and Civil Society. The only problem was is that he was not supposed to be there. Well, that’s according to the National Trade Union Congress of Belize. As we have reported, the Congress has decided to remove Senator Davis as their representative in the Senate. However, the Congress is not the only body who has a say on whether Davis stays or goes. There is the Civil Society which also has to make a recommendation which is what Senator for Government Business, Godwin Hulse, told us on Friday. Mora says that Hulse is technically right but not so much.

“He’s right in a technical aspect but not in the aspect of representation and I’ll tell you why, even though Ray Davis represents both of us at that level within the senate, Ray Davis absolutely cannot purport to say that he represents an organization that has already told him that he can no longer continue to represent. So by virtue of the fact that he has already known this via official communication of the union then it is clear that he shouldn’t have gone there purporting to represent the NTUCB whether he did so or not I don’t know because I haven’t watched the re run of the senate conversations but what I can tell you is that if Ray Davis continues to purport that he is representing the NTUCB he is wrong because the NTUCB has already told him that he no longer represents us, he has been removed so his job with us is done. Now that is something that now has to be supported by the steering committee why I believe that it has to be done that way because if you do that then you have to suffice the technical aspect and literally have him replaced at the senate by having another person be nominated.

“Let me clarify this, the Civil Society Steering Committee in essence is just two organizations that make it which are Win Belize and APAMO, APAMO being the larger one and APAMO has already sent us their official communication saying that the decisions that were taken by the congress has been supported by them both of them to remove Ray and replace him.”

“Mr. Jones has written to the governor general.”

“Mr. Jones, he represents an organization that is defunct and cannot be part of the Civil Society Steering Committee so in essence what he says has no effect over the two organizations which are functional which are APAMO and Win Belize.

Mora explained what factors the Congress of the NTCUB took into consideration for the removal of Senator Davis.

“That was a decision that was taken after several issues that had happened and it culminated in an issue where he basically was absent and if you know the history we had to send somebody there so it was not just one thing, it was a combination of things but at the end of the day he was given an opportunity to express himself about the situation and during that conversation he was cross questioned. After that the congress had to come back again to make a decision, the decision has already been made and that is an internal decision of the congress that cannot be violated. The congress stands on democracy and that is the way we have been moving from when I took over and even before that is the way we will continue to move.”

“Let me repeat myself it is not about the email alone, it is a combination of issues that were brought to the forefront and finally that was the proverbial straw that broke the camel’s back because at the end of the day you cannot continue to have somebody representing you that you are continually going to have issues with. If the person is going to do their job they have to represent you well, they have to ensure that their representation is meaningful, that they are there to represent you which is the most important thing but beyond that they have to ensure that they are in full communication with the congress. Sending an email is not communication, sending an email is just an attempt in communication. Real communication happens when you ensure that that email went through. There is a deeper problem with this in and of itself because it is clear that he knew not from now, from many years which one was the official email of the NTUCB, NTUCB@btl.net. How hard is that to remember somebody should have told him that he knew and he knew himself was the email to send it to, not my personal email or the personal email of the general secretary but the email of the NTUCB, you don’t have to write a protocol for that.

“He voted for the acquisition of BEL, what is your feeling on that?”

“Well like I said that is not the feeling of the congress, that is not the sentiments of the congress what he did there was Ray Davis voting.”

Senator Davis has yet to issue a comment even though he said he will when we asked him after the Senate Meeting on Friday.
