Names of Officers Suspected in Facilitating Nanes Schnitzer Sent to PSC

The granting of bail to David Nanes Schnitzer made headlines both at home and abroad since he was wanted by the Mexican and the US authorities.  Once released from prison, Nanes Schnitizer made good his escape and did not bother to adhere to his bail conditions.  Up to date, he remains on the lam from the authorities.  Yesterday in an interview with the Mexican Ambassador, Carlos Melendez, he did express hope that via a legal framework that Mexico now has with Belize, there will not be a repeat outcome should a similar situation arise.  Ambassador Melendez also said that in his experience in the legal sector, he found the bail given to Nanes Schnitzer to be quite low.  Days before Nanes Schnizter was granted bail it was found out that his nationality was obtained outside the proper channels and as a result, Immigration Minister, Godwin Hulse had revoked his nationality.  Subsequent to that, an internal investigation was launched and tonight we can tell you that the names of the persons suspected to be involved in the facilitation of Nanes Schnitzer’s nationality have been sent to the Public Service Commission.

GODWIN HULSE

“It’s en route to the Public Service Commission first and foremost.”

RENEE TRUJILLO

“Has there been any identification in terms of who may have been involved ? “

GODWIN HULSE

“I think they have but at this time I can’t comment, it’s going before the Public Service Commission and I don’t want to prejudice the rights of others.”

RENEE TRUJILLO

“What’s going before the Public Service Commission? The names of the people who may have been involved?”

RENEE TRUJILLO

“Names and then of course they will have to have an opportunity to defend or otherwise, how whatever happened.”

RENEE TRUJILLO

“So when that goes in front of the Public Service what happens? What are they tasked to do now?”

GODWIN HULSE

“Well the Public Service Commission then hears it and then determines whether the person/s is guilty or not and what penalties are exacted against the person. That is administrative and then of course if there is any criminal then that goes to the Police Department to do their thing.”

RENEE TRUJILLO

“Are they aware that they are suspected?”

GODWIN HULSE

“I am not sure that they have been notified yet but they will have to be obviously but I am not sure that they are notified yet. The internal investigations within the administrative system of the government goes through the CEO and the Administrative officers in the first instance, they compile the file, get the data and the heads of units and head of departments then have to inform the people that they are on the list and they go from there.”

RENEE TRUJILLO

“Would you be able to say how many persons?”

GODWIN HULSE

“No, I would not be able to say that, I haven’t seen the report.”

RENEE TRUJILLO

“But you know that the names have been forwarded?”

GODWIN HULSE

“I know that they are working on it but I haven’t seen the report.” 

Minister Hulse went on to speak on the extradition treaty between Mexico and Belize as well as the absence of immigration charges against Nanes Schnitzer.

GODWIN HULSE

“First of all I know for a fact that even though there was an extradition treaty between Mexico and Belize it had not found its way into domestic law as yet, it has only now found it’s way because the Bill is being amended to include Mexico; that is the first thing. That is something for the Foreign Ministry. Where the Ministry of Defense is concerned there were some issues with him and ensuring that he was not to escape but where the Ministry of Immigration is concerned yes, no charges were laid against him but before that process could happen there had to be an investigation into how he came about procuring the citizenship and when we were clear on one ground alone, because you can speculate but speculation doesn’t hold water in court but there was one ground alone that we were very clear of and that is that he did not take the oath and he was not sworn in and the law at the time and still you can have certificates and everything but if you do not take the oath and swear you cannot be conferred with citizenship. Since that did not happen he is not a citizen and since he is not a citizen he is not entitled to a passport. Now there may have been a glitch in the system where he produced his certificate and got his passport, those are some of the issues that we are now trying to correct in immigration.” 

Nanes Schnitzer was found on Ambergris Caye after being tailed by US Marshalls.  He has been wanted for his alleged involvement in a Ponzi Scheme in which millions of dollars were fraudulently obtained from private citizens in Mexico.
