Forty-three year old Cecil Franklin, aka “GI Joe”, who allegedly stole a cellular phone from a woman, was charged with robbery and wounding when he appeared today before Senior Magistrate Sharon Fraser. Franklin pled not guilty to the charges. The prosecutor objected to bail on the grounds that the offences have become prevalent, that the defendant has a long history for crimes of dishonesty and that the prosecution has a strong case. Senior Magistrate Fraser upheld the objection and remanded Franklin into custody until February 3, 2017. The incident occurred around 4 a.m. on December 17. The complainant, Janet Seawell, reported to the police that she was walking on Cemetery Road when she met Franklin who she has known for several years. She said Franklin began to walk with her and talk with her and when she reached the shed of the bus stop he grabbed her around her neck and stole her cellular phone which has a value of $700. She said Franklin then punched her on the right side of her face and told her to take off her clothes. She said she feared for life so she began to scream and Franklin then ran, taking her cellular phone with him.
