In December of last year, PUP Senator Eamon Courtenay attempted to table a motion in the Senate to amend the Maritime Areas Act. That motion was voted down by the Government’s majority. The amendment sought Belize to claim its full twelve miles of territorial waters rather than the three miles it currently claims. If done, the amendment can benefit Belize’s negotiating power at the ICJ. Belize only claimed three miles in order to make room for negotiations with Guatemala but in 2008 both countries decided to take the dispute to the International Court of Justice ceasing all negotiations. Yesterday Prime Minister Dean Barrow explained why making the amendment would not make any difference.
