Statutory Instrument Number 52 of 2020 was signed yesterday bearing amendments to the Emergency Powers Regulations of the Belize Constitution. The amendments are related particularly to the movements of residents in the Cayo District.  In the first instance, the Cayo District was described as the whole of the area described by electoral divisions namely the Belmopan Electoral Division, Cayo Central Electoral Division, Cayo North-East Electoral Division, Cayo North Electoral Division, Cayo South Electoral Division, and Cayo West Electoral Division.  There were two sub regulations inserted into the SI with the first stating that a person’s right to move during the hours of 5:00 am to 7:59 pm for the purpose of attending for medical or veterinary attention is restricted to movement for the purpose of attending to medical or veterinary emergencies only if that person resides in the Cayo District.  As it relates to the curfew, the sub regulations indicate that movement outside of curfew in the Cayo District is restricted on Sundays with the exception of the movement by essential workers only, going to and from work or moving for the purposes of the effective conduct of their business operations and movement for emergencies only.  One new regulation inserted into the Statutory Instruments states that No person shall enter nor exit the Cayo District for a period of fourteen days from the commencement of these Regulations which dates April 7, 2020.
