The circulation of Speaker Valerie Woods’ opinion piece has also prompted questions about another Belizean diplomat, Kennedy Carrillo, and why she remains in her post following a domestic incident in Canada. Foreign Affairs Minister Francis Fonseca says Belizean authorities are still waiting for an official report from their Canadian counterparts before they can determine the next steps. He spoke to the media about the status of the matter.

Francis Fonseca, Minister of Foreign Affairs: “She’s on active duty, she’s working, she’s on active duty. But yes, we have not concluded the internal investigation but because as I have said, we were waiting on some reports from Toronto. Canada. So I expect that that matter will be resolved sometime in November, and we’ll be able to make a determination and move forward.”
Kennedy Carrillo is Belize’s representative to the International Civil Aviation Organization, or ICAO, based in Montreal, Canada. The matter involving her came to public attention in late July 2026, following a reported domestic dispute. Carrillo was reportedly detained and questioned by Canadian police in connection with an alleged domestic dispute. Reports identified her as the alleged aggressor, but the full circumstances were not publicly disclosed.
