Belize Sugarcane Farmers Association Disputes ASR/BSI Report on Handling Fees

The Belize Sugarcane Farmers Association (BSCFA) says that Belize Sugar Industries (ASR/BSI) did not properly present all the information coming out of the independent expert’s report on terminal handling fees. The expert, Hugh O’Brien, was chosen by both parties to analyze the throughput and terminal handling charges in January and submitted his report on May 2. Last week ASR/BSI released a statement saying that the charges were deemed to be fair. The BSCFA responded today, saying that ASR/BSI’s statement left out valuable pieces of information. Firstly, the association notes that the charges were being levied for the period 2019-2023, and were being done without the association’s knowledge or consent. The BSCFA also said, quote, “Mr. O’Brien also made recommendations for both parties to consider. Among them was a recommendation that stevedoring costs and throughput costs be reported separately in the calculation of the price of sugar cane so that “these costs are crystal clear”.  He also recommended that BSI request all shipping agents to separate ocean freight and terminal handing charge in their invoicing to BSI,” End of quote. The association notes that cane farmers bear sixty-five percent of the total deductions for shipping cane, but the report only covered two of those deductions. The farmers say that they are looking forward to the commission of inquiry to get a full understanding of the elements within the sugar value chain.
