Dr. Leroy Almendarez Appointed CEO of Public Utilities Ministry

Former Executive Director of BELTRAIDE, Dr. Leroy Almendarez, is the Briceno Administration’s newest Chief Executive Officer. Today, the government announced that Prime Minister John Briceño has appointed Dr. Almendarez as CEO of the Ministry of Public Utilities, Energy, and Logistics. Dr. Almendarez brings a wealth of experience to his new role. Prior to this appointment, he served as the Executive Director of the Belize Trade and Investment Development Service (BELTRAIDE) starting in 2018. His tenure there was marked by a strong commitment to advancing Belize’s trade, investment, and economic development. Dr. Almendarez played a pivotal role in high-level trade and investment negotiations with countries such as Taiwan, Guatemala, Mexico, and the United Arab Emirates.  In August 2024, Dr. Almendarez transitioned to the role of Chief Executive Officer at the Social Security Board, succeeding Deborah Ruiz. His time at the SSB, however, was notably brief. In January 2025, he departed from the position, with the SSB expressing gratitude for his contributions during his short tenure. The reasons for his abrupt departure were not publicly disclosed. Now, as the CEO of the Ministry of Public Utilities, Energy, and Logistics, Dr. Almendarez is expected to leverage his extensive background in trade, investment, and public service to drive initiatives that will benefit Belize’s infrastructure and energy sectors.
