Elrington comments on the Illegal entry of Guatemalans

The Ministry of Foreign Affairs confirmed today that four Guatemalan Military Kaibil soldiers along with three Guatemalan journalists illegally entered Belize. The incident occurred on Friday, November 17 and a statement from the Ministry says that quote, “Belizean Police Officers, stationed in the vicinity of the border, approached the Kaibil who were at the “Welcome to Belize” sign, and informed them that they were in Belizean territory; the police requested that they leave immediately, which they did without incident.” End of quote. But when we asked Minister Wilfred Elrington about it, he told us that he is still waiting for the police report.

Wilfred Elrington – Minister of Foreign Affairs

“I was in Taiwan when it was brought to my attention that that had happened. We have not gotten any report on it as yet. I have not seen a full report as to what actually transpired. But I was in Taiwan when I did receive an indication that there were in the vicinity of the border.”

“That report is being compiled by which ministry?”

Wilfred Elrington – Minister of Foreign Affairs

“That report is going to be sent to us by the police and then they will give a report to the Ministry of Foreign Affairs.”

“And what happens after that, if indeed they did cross…”

“Pending the circumstances, if we  think they were in violation of our territory, then we will send a protest note.”

“That incident reportedly happened last week Friday, it’s Wednesday already. How long does it take to get that report to you or to your ministry.”

Wilfred Elrington – Minister of Foreign Affairs

“It could take place anywhere between a month, under a month, anytime within a month. The system is not as expeditious as we would like it to be. To have a final report from the police takes time. These are the things we have to try to change, you know. We have limitations in the capacity of the personnel to be able to work expeditiously on things like that. Those are the things that we would be helped tremendously with if, in fact, we were able to give our police officers better training. Whereas it will take a man who has not gone to your university a week to do a report, the man who has gone to the university may be able to do it in half hour. These are some of the problems we have. Those are some of the growing pains we have, that’s’ why we are trying our best to enhance the caliber of the police and give them more training.”

Hipolito Novelo:

“But would you agree that this is a special incident? Because on several occasions before when Guatemalans have crossed the Chiquibul, they’ve been detained by FCD rangers, taken to the San Ignacio Police station…”

Wilfred Elrington – Minister of Foreign Affairs

“I don’t have the details at all. I don’t have any details. I have no details on it. I would be speculating if I were to say anything about it. I don’t have any of the details. I don’t know what they are, but when I get them I will always pass them on to you as I usually do.”

According to the Ministry’s statement, the matter has been raised with the Guatemalan authorities to prevent a reoccurrence.
