Protocol or not, there are some sectors in Guatemala who believe that the ICJ will rule in favor of Belize. One such expert is Rodrigo Montufar who is an expert in international relations. Montufar was on a talk show on Canal Antigua when he explained his rationale.
Rodrigo Montûfar, Expert in International Relations: “Guatemala would have possibly 6 votes and 9 against, possibly, and confidently. But there is an additional factor for as many academics as the judges may be if you look at the map of Belize and the map of Guatemala the map of Belize is green because Belize has preserved the jungle as national parks. The map of Guatemala is covered with coffee stains, which is deforestation. So even if a judge sympathizes with Guatemala he will say, well we are going to preserve the environment as Belize has done. And in Guatemala, with that series, although we know that they are not Guatemalans, or they are the wood traffickers who have caused that natural disaster, but anyone can see it on the internet. Just by looking at the natural map of Guatemala and Belize, you will see that Belize is a green portion, and Guatemala is a portion with coffee stains. So, I have a suspicion that the verdict of the International Court of Justice will be against Guatemala.”
