Heated Exchange Budget Debate as Hon.Patrick Faber Calls Former PM Musa a Gangster

As is the norm, things got heated today in the House of Representatives after Collett’s Area Representative called former Prime Minister the Right Honorable Said Musa a gangster. Faber attempted to draw a comparison between the alleged mismanagement of funds under Musa’s terms in office to this year’s budget. The comments led to an exchange between Faber and Prime Minister Briceo, leading the Speaker of the House to rise to her feet. Here’s that back and forth. 

Patrick Faber, Area Representative, Collet: “You record of housing is to steal $20 million dollars of a grant that the people of Venezuela gave to us for housing. The other $20 million dollars it hurt Henry because it’s your father but your father was a gangster.”

Hon. John Briceño, Prime Minister of Belize: Speaker on a point of order Madam Speaker.”

Patrick Faber, Area Representative, Collet: “What did I say ?”

House Speaker: “Your father was a gangster ? 

Patrick Faber, Area Representative, Collet: “He was.”

House Speaker: “No member I’m going to have to ask you we cannot accept that in the house. You would not like it if it was dealt your way about your own father.”

Patrick Faber, Area Representative, Collet: “My father was not a gangster Madam. He may have been a lot of things but he was not a gangster.”

House Speaker: “No. Thank you for taking that back.”

Patrick Faber, Area Representative, Collet: “Madam Speaker –

House Speaker: “You cannot do that in the house.”

Patrick Faber, Area Representative, Collet: “Madam Speaker the record shows the highest authority in the court system for our country called the very same Prime Minister a malignant tumor. You know what a malignant tumor is ? “

Hon. John Briceño, Prime Minister of Belize: “Madam Speaker on a point of order Madam Speaker. And it’s so disgraceful that the former Minister of Education -“

Patrick Faber, Area Representative, Collet: “What’s disgraceful is — leader did.”

Hon. John Briceño, Prime Minister of Belize: “Madam Speaker for him to come here and call a former Prime Minister a gangster. To come here and to then to say that $20 million dollars was stolen when he knows that he is lying in this honorable house. They tried to go to the court and the court found that it’s not so. That the money was accounted. So you need to be able to say the truth. Say the truth. That’s what we’re asking from you. So Madam Speaker I demand that this man fix it. That he’s lying in the house and you also shut up.”

House Speaker: “No. No. Wait members. Members there’s a reason why the -“

Despite being asked by the Speaker of the House to change topics, Faber continued to explain that the former Prime Minister was dishonest with the Belizean people as it pertains to funding received under Musa’s term in office.

House Speaker: “Before you proceed I’m going to ask to respect the 42B. I’ve listened where both sides have been chiding and you’ve sometimes comically responded to each other but if you can’t control it then I’m gonna have to insist that you absolutely be quiet when a member is speaking. You stand on a point of order, you say what your point of order is and then I rule on it. Member for Collet for you to quote a court record that uses words that was not the word that you used I think you can understand why I’m saying you really should not be referring to a former member of the house and use that language and should not add if you will words that were not in the court proceeding. Then you stood up and correct it. I’m also going to say this, if you’re going to quote then you ought to be accurate. The other point I’ll make Member for Collet I have listened to you at least three or four times refer to and in no particular order Universal Healthcare, Venezuelan, $20 million, grant money, you’ve said it several times it’s being repetitive. So I’m asking if you’re now I believe you were commenting on the housing aspect of the budget let’s proceed on the housing aspect of the budget.”

Patrick Faber, Area Representative, Collet: Thank you Madam Speaker. You see firstly there is no rule in this house that says that you can’t speak of a member gone from this house. If you can show me that rule I will happily yield.”

House Speaker: “I can refer to you to proceedings of the past speaker who objected strongly when members of this house referred to members outside of this house being individuals or former members of the house and or the Senate. I’m asking, I’ve ruled, I’ve asked you to respect it. Thank you. You can use other words but when you continue to use the unparliamentary language I’m asking you to not do so.”

Patrick Faber, Area Representative, Collet: “Madam Speaker I will yield to what you’ve asked me to but let me explain that -“

House Speaker: “You’ve yielded so can we continue on the housing.”
Patrick Faber, Area Representative, Collet:“Well yes I will continue to speak Madam.

Faber also touched on other areas of the budget including housing, infrastructure, and education.
