In related news, the silent Public Utilities Commission (PUC) has emerged, issuing a preliminary finding indicating that Belize Telemedia Limited holds a dominant position across most of Belize’s telecommunications markets, as the Commission prepares to engage the media and the public on the proposed acquisition of SMART. In its initial assessment, the PUC says competition in the sector is limited, giving BTL significant influence over prices, service quality, and market conditions, an imbalance that could negatively affect consumers if left unregulated. The Commission stresses that this is not a final ruling and that no penalties or new regulations have been imposed, as the findings are being released solely for public consultation. The review, conducted under the Telecommunications Act, examined market structure, control of critical infrastructure, barriers to entry, and consumers’ ability to switch providers. The PUC found that BTL controls about ninety-six percent of the fixed home phone market, roughly two-thirds of the mobile market, and holds a long-term advantage in fixed broadband through its nationwide fibre network. In specialized services such as toll-free numbers, corporate messaging, and international roaming, the Commission says BTL’s larger customer base and broader network give it additional market power. The PUC warns that excessive market dominance can lead to higher prices, fewer choices, and slower service improvements, which is why the law allows the regulator to act proactively. The Commission is now inviting comments from the public, telecom providers, and other stakeholders, with written submissions due by 4:00 p.m. on March 2. Following the consultation, the PUC may confirm, amend, or withdraw its findings before considering any regulatory action. The full consultation document is available on the PUC’s website.
