Belize is making strides in modernizing its forensic science capabilities, aiming to enhance the efficiency and effectiveness of its justice system. The recent implementation of Rapid DNA technology and the drafting of comprehensive DNA legislation mark pivotal developments in the country’s commitment to science-based policing. In early 2025, the National Forensic Science Service (NFSS) installed the Applied Biosystems instrument in its newly established Rapid DNA Section. The introduction of Rapid DNA testing reduces reliance on foreign laboratories, allowing for quicker identification of suspects and resolution of cases. In today’s budget debate, Minister of Home Affairs, Kareem Musa, echoed the importance of these forensic advancements.

Kareem Musa, Minister of Home Affairs: “In today’s legal landscape, the integrity, speed, and reliability of forensic investigations are pivotal to ensure fair trials, deterring crime, and delivering closure to victims and families. Over the last year, the National Forensics Science Service has solidified its status as a center of innovation and credibility. The NFSS has moved from being a support unit to a vital pillar in the criminal justice reform. Among its major accomplishments for 2024 are the deployment of the first ever rapid DNA system, enabling in-country DNA analysis that accelerates investigations and reduces dependence on foreign labs. What once took weeks now takes hours. Secondly, the installation of a second ballistic comparison microscope, doubling our capacity to trace firearms and match ballistic evidence with greater accuracy. We also have the launch of the histopathology services. I feel like I’m starting to sound like you Dr.Kevin, to support medico legal death investigations. This advancement allows forensic pathologists to microscopically analyze tissue, enhancing the clarity and accuracy of autopsy findings.”

Minister Musa also emphasized that these improvements are crucial for enhancing the justice system and ensuring that Belize remains at the forefront of scientific and technological developments in law enforcement.

Kareem Musa, Minister of Home Affairs: “Forensics is as much about science as it is about trust. And to reinforce that trust, we are actively pursuing ISO accreditation for our Scenes of Crime Office in Belize City and our National Laboratory. These standards are internationally recognized and will ensure Belize’s forensic evidence is defensible in courts, not just in Belize but also abroad. In the year ahead, our goals are equally ambitious as we move to operationalize our new rapid DNA testing protocols and establish Belize’s first national DNA database following the passage of the long-awaited legislation. We will complete the new Scenes of Crime Field Office in Dangriga, funded by the INL. We intend to relaunch the tender process for the new Forensics Lab and morgue, accelerating Belize’s transformation into a regional forensic hub.”

Belize’s investment in Rapid DNA technology and the development of comprehensive DNA legislation represent a concerted effort to modernize its forensic science infrastructure. As advancements take effect, Belize is positioning itself as a regional leader in forensic science and criminal justice reform.
