The Recological Systems Limited (RSL) is the company that received a 25-year-exclusive contract under the previous administration. This contract gives RSL full uninterrupted access and control over the Commerce Bight Pier in Dangriga. Tonight, it is not clear if it is the 25-year exclusivity of the contract that has some persons upset, or if it is the fact that RSL only has to pay an estimated two thousand five hundred dollars per month to the government. This morning RSL held a public meeting at the. The meeting focused on the plans by RSL for the area, how it will impact commerce in that municipality, and the opportunities for the residents. Paul Martin, the investor in RSL spoke at the meeting explaining that the opportunity came to him about four years ago.
Paul Martin, Investor, RSL: “The opportunity arose for us four years ago and we started working on trying to get the license here. We saw Dangriga as sorely in need of some development and so our idea is to get the business going here and create jobs within the community and working with all the different groups around to incorporate them. Basically we think at the end of the day we should be able to form about a thousand jobs both directly and indirectly at the end of the project. So we’ve been working hard, relentlessly to try and get this project going and we look for your support in getting it done.”
RSL’s Brandon Raymond explained that the project is fully Belizean owned with its headquarters in Belmopan.
Brandon Raymond, RSL: “Mr.Martin is a business man. He’s a Belizean, naturalized, he’s been in the country for over twenty years and has worked on several projects in the country. He established the first golf course in Belize among several other projects and Mr.Martin has a passion for development and he plans to give his all into this project and he’s fully committed to ensuring that the Commerce Bight Port sees its true potential. My name is Brendon Raymond I’m an industrial engineer. I have a Masters in Project Management, I have over fourteen years experience in facilities management, operations management, design and I’m the project manger for the project working with RSL. And for myself having that much experience you know I look forward to this development because from the start I realized the potential that the Commerce Bight Port has to offer and so I’m very excited, fully devoted to ensuring that this project is successful. Our staff currently at the moment we have the staff that was previously employed by the port authority. We have Mr.Henry Williams he’s the foreman, Luke Nolberto, Timothy Velasquez and Bernard Miguel these guys are around here someone too as well. Just a bit on the time line as far as RSL is concerned the company was established in 2017 in July. We had stakeholder consultations during the year leading up to the consultations with BelTraide. We signed the MOU in June 7th 2018 and from that point we’ve been working on the plans and the engineering studies and all the requirements necessary of us to move toward the lease. There was a Cabinet decision in 2019 in the third quarter where the cost of electricity was mentioned and the discussions around a power plant had come up. It was identified that Commerce Both would be a strategic location for that plant given its proximity to the BEL sub station at the 4 1/2 mile and also too the fact that Dangriga in itself needs economic development and so that was seen from there in addition to the potential of the port.”
