Ruperto Vicente has also been accused of mishandling the funds of the Football Federation of Belize and handing out contracts to business persons without the input or authority of the three executives. A letter obtained by Love News shows that Vicente and FFB’s Secretary General, Michael Blease, approved the withdrawal of sixty five thousand dollars from the Federation’s account. The money was deposited into the account of one Marie Sandra Carrasco. The letter does not say why the monies was transferred so we asked Vicente.
“There was a program given to us by FIFA, it is called the Challenge program. Fifa approved that amount of monies to get some computers, printers and other electronic equipment for our district associations because the mandate was to equip all the district associations with equipment. So when Fifa approved that normally the process is for Fifa to send the money directly to those people who they signed the contract with to provide the services. It so happened that Fifa sent the monies into the federation’s account. So that was an error, so we now had to transfer that money from our account into the service provider’s account.
“According to the three executives I believe ten laptops,?”
“There were more than ten laptops, there were several equipment that came to the federation to give to the district association.”
“They contend that the printers and laptops are obsolete.”
“Well if that is their interpretation then fine but those were purchased and we don’t control those contracts, people would have to bid for those and the person who wins the bid Fifa signs a contract with them and they provide the service and Fifa provides the monies.”
