Belize Takes Lead for Small Island Developing States at UN Ocean Conference with Marine Protection Plan

Belize, a nation on the front lines of ocean conservation, made a significant impact at the third United Nations Ocean Conference (UNOC 3), held in Nice, France, last week.  Led by Prime Minister John Briceño, the Belizean delegation played a pivotal role in advocating for the priorities of Small Island Developing States (SIDS), advancing global and regional ocean initiatives, and engaging international donors to secure sustainable financing for marine conservation and fisheries.  Belize seized the global platform to champion nature-positive, climate-resilient solutions rooted in equity and regional solidarity. Prime Minister Briceño delivered powerful speeches at key events, including “SIDS Coalition for Nature: Perspectives and Achievements on Ocean Action” and the “SIDS DOCK” side event. His message underscored the vital importance of healthy oceans for the survival and prosperity of SIDS and called for international cooperation to foster blue economy development and resilience.  A major highlight of Belize’s participation was its leadership in launching the “Actioning Blue: 30X30 Vision for the Ocean.” This landmark political declaration by Caribbean nations aims to protect 30% of the region’s marine ecosystems by 2030. This collective commitment showcases the region’s readiness for bold action on ocean health and climate stability, highlighting South-South cooperation as a powerful driver of global change.  In parallel, Belize actively engaged with key members of the international donor community and the World Wildlife Fund (WWF) to garner support for its ambitious Project Finance for Permanence (PFP) initiative. Through a series of bilateral meetings and technical dialogues, Prime Minister Briceño and senior Belizean officials presented the PFP as an innovative financing mechanism designed to secure long-term funding for marine protection, biodiversity, and coastal community resilience.  According to PM Briceno, the PFP is not just a financing tool; it is a national commitment to ensure that conservation works for both nature and people over the long term.  The Belizean delegation included Minister Andre Perez, Ambassador Stuart Leslie, CEO Narda Garcia, CEO Beverly Wade, Ambassador Carlos Fuller, Arlene Young, Dr. Leandra Ricketts, Osmany Salas, and Jamal Galvez.
