Men Under Investigation for Alleged Rape of Mentally Challenged Woman

Three Belize City men are under the Belize Police Department’s magnifying glass for allegedly raping a mentally challenged woman and recording the incident. Last week a number of vile videos were leaked, capturing a woman, allegedly suffering from mental illness, performing sexual acts on three men. The videos made their rounds on social media and sparked fury among the public. The Commissioner of Police, Chester Williams, says the videos made their way to the police and have been forwarded to the Criminal Investigations Branch (CIB) for an investigation to be launched. Williams explained that the department is taking numerous steps to bring the perpetrators to justice and to provide the victim with assistance. 

Chester Williams, Commissioner of Police: “I have seen the video and I had forwarded it to CIB Belize City and direct that they launch and investigation. One must consider the fact that a person who is not mentally stable is not in a position to consent for sex however the police would have to get that evidence from a competent person ie a psychiatrist to be able to say to the police that they have evaluated the person and the person does have a history of mental illness and based on that the person is not in a position to be able to consent. Having obtained that the police certainly can take action against those individuals for rape. I think in a certain part of the video even though the young lady may not have been mentally stable I think I heard her say “Stop” and despite that the sexual act continues. So even with a woman who can consent who is mentally stable, if the woman in the course of sexual intercourse says to you “Stop” you must stop. So can you now imagine with a person who is not able to give consent ? So for me it’s a very serious matter and it must be treated as such. The police will be working in tandem with the Women’s Department and Human Development to see what we can do to ensure that a proper course of action is done to hold those young men accountable for what they did to that young lady.”

Chester Williams, Commissioner of Police: “I have seen them. They are from a particular area of the city. We know who they are and the police will be dealing with the matter.”
