Witness Reluctance in Minor Sexual Assault Cases Spurs Call for Mandatory Reporting Laws

In cases of sexual assault or rape involving minors in Belize, a significant barrier to justice often stems from the reluctance of mothers to come forward as witnesses against the perpetrators. In many instances, they choose not to testify, which hinders the legal process and allows abusers to evade accountability. The Commissioner of Police Chester Williams has highlighted this issue, emphasizing the need for stronger laws that would impose a legal obligation on individuals to report such crimes and cooperate with investigations. 

Chester Williams, Commissioner of Police: “If you are the mother of a child, particularly a young girl who has been sexually abused by somebody there should be a legal obligation for you to ensure that the perpetrator of that crime is brought to justice and when you fail to provide the level of care to your child then there should be consequence. I have seen many instances where young girls are raped or sexually assaulted and the mothers just say “I don’t want nothing.” And the rape or sexual assault of the young girl just goes like that. It is unfair to our young girls for things like this to be happening. A parent, an in particular a mother should have a greater degree of responsibility in making sure that when these things happen that the perpetrators are brought to justice. And there must also be a system in place that when the mother or the parent failed to provide the avenue for justice to occur then some other entity should be able to step in and take over. I would love to see things like that happen. I think that if that were to happen then we’e going to see less and less cases of our young girls being abused.” 

Strengthening these measures, he noted, is crucial to ensuring that justice is served and that victims receive the protection and support they deserve.
